Do you have to have a boat that fits within a USCA class to compete in a race?

No, you do not have to have a USCA "spec" canoe to race in most canoe races.  While many races structure classes around the USCA specs, most races include many other classes.  In fact, in ultra marathon canoe racing, a non USCA class called the unlimited class is one of the most popular.  Again, just to be sure, it is always a good idea to talk to the race promoter before the race if you have any questions.

Here are five examples of class structure in five of the nation's most popular races:
The Des Plaines River Marathon: http://www.canoemarathon.com/Classes.cfm
The Tour du Teche: http://techeproject.com/tour-du-teche/teams.html
The Texas Water Safari: http://www.texaswatersafari.org/specs.aspx?display=0
The Run of the Charles: http://www.crwa.org/rotc/2010/Official%20Rules.pdf
The General Clinton: http://www.canoeregatta.org/PDF/pg_2_official_race_rules.pdf

As you can see, they are all different and they all do not exactly adhere to the USCA classes.
